Compared with China's pilot free trade zones and comprehensive bonded zones, the Eastern Hub International Business Cooperation Zone has its own characteristics. Sun Yuning said that the business cooperation zone is a brand new area, not a simple copy of a certain type of special area in China at present, but a reference, integration and innovation of the functions of various types of international and domestic areas.

According to the General Program, the Business Cooperation Zone has three positioning, three core functions and three specific management measures.

Thirdly, it will become a new node to promote the integrated development of the Yangtze River Delta, deeply implement the regional coordinated development strategy, provide a platform for international business exchanges for all kinds of enterprises in the Yangtze River Delta and even the whole country, and vigorously promote the high-quality development of China's economy.
The three core functions of the business cooperation zone are to facilitate international business exchanges, serve high-end international exhibition activities and improve the quality of training services; and to manage the zone around facilitating the entry and exit of personnel, convenient baggage management and efficient cargo management.
The site of IBCZ is close to Pudong International Airport and Shanghai East Railway Station. Why build a business cooperation zone here? Yao Weiqun said, Pudong International Airport is the gateway hub of China's international aviation, with an annual passenger throughput of more than 70 million, connecting Pudong International Airport, Shanghai East Railway Station, Yangshan Port and Waigaoqiao Port can form a combination of "Port + Airport + High-speed Railway", so that the "Oriental hub" can be seamlessly connected to the international community. "Pudong New Area is the location of the country's first Pilot Free Trade Zone (PFTZ), which also includes the Lingang New Area. The business cooperation zone combines the functions of a comprehensive bonded zone, a customs supervision zone and a port-limited zone, and has the advantageous conditions for the integration and innovation of a facilitated management system. The Business Cooperation Zone is a new high ground for promoting systematic liberalization, as can be seen from the superposition effect of policies.
The policy of entering the zone without a visa is a major highlight. In terms of facilitating the entry and exit of personnel, the General Program proposes that the immigration management department does not need to verify Chinese visas and other entry permits for foreigners who take international (regional) flights to enter the zone from Pudong International Airport with valid invitations filed by the comprehensive management agency of the business cooperation zone. Gong Yao, head of the Border Inspection Management Division of the National Immigration Administration, said that foreigners taking international or regional flights from the Pudong International Airport into the area without a Chinese visa, the immigration management department with a valid invitation for the record of the integrated management body of the business cooperation zone, only to carry out the verification of international travel documents. At the same time, the international side of the foreign personnel entering the zone to carry out business activities in the zone, can stay for 30 days, and can apply for an extension as needed.
According to the introduction, the next step, Shanghai will promote the construction of the business cooperation zone from three aspects in an orderly manner:

In addition, for activities involving a large number of personnel, such as conventions and exhibitions, training, etc., the integrated management organization will work with relevant departments to provide resource support and do a good job of coordination to ensure smooth operation.
